Sexual assault of a lady in a moving Bus in Delhi
I am closely following this case right from the beginning by reading the News Papers and watching the Television news. Since beginning many agitations have taken place. Every tom dick and herry including some so called spiritual gurus and our political masters of all the parties are commenting on the subject.
It appears that the people of our country have become insensitive. They do not think about the sufferings which the lady had undergone and post facto her family is suffering. Even the ruling party and the govtoernment is no exception. Every body is talking about the change in the law. No body is taking about the implementation part. Implementing agency i.e. the Police will remain the same. Who will change their attitude, their approach towards such crimes. What ever is the law if the implementing agency is week situation is not going to change. Even the Govt. in a hurry has taken a half hearted steps by issuing an ordinance only to save their face.
If I am correct, I understand that before assaulting the lady these six people had beaten and robbed a carpenter, who approached the police for lodging a complaint. He was turned away on the pretext that the place of occurrence was falling under the jurisdiction of some other police station. Had the police lodged his complaint and taken action of tracing the said Bus, this horrible incident would not have taken place.
We understand that even the PCR vans were arguing about the jurisdiction of Police Station and precious time was lost in the process.
Hence it should be made mandatory for the Police to lodge the complaint whom the public is approaching irrespective of the place of occurrence of the crime whether it falls under their jurisdiction or not. The said police station can forward the complaint subsequently to the concerned police station. If any police is refusing to do so he should be made accountable and he should charged for the crime and action should be taken against him. If the provision is made that no police station will refuse lodging an FIR it will be very helpful.
Govt. also should concentrate more on enforcement agency instead of doing the lip service.
